There is enough information here to get the creative juices started and get the artisan off in the right direction. I think a good imagination could start here and find some really interesting directions to head off into. Someone with even a little bit of oxy-acetylene experience should have no trouble with this. However, if you have no experience, view the video then talk to the folks at your welding supply store. This video won't tell you anything about gas pressures and that sort of thing.
You can do it! However: I would ask that you be a bit more attentive to safety than you might be led to feel necessary from this video. If I were a beginner, I would not be as comfortable as Skip is doing torch work on a wooden bench, surrounded by wooden fixtures, and dropping molten metal on ??? floor. He did mention cotton clothing. But, I think he should have hinted at leather boots for the cutting segment. It's second nature to him -- might not be to a novice.
Bottom line: I liked this video and would recommend it as a jumping off point for someone who has an interest in this sort of artwork. If you are totally unfamiliar with these processes, just talk with some people in industry so you don't get hurt.
